Out of State Students
On October 29, 2010, the United States Department of Education released a new regulation for higher education institutions as §600.9(c) state authorization. Colleges and universities offering distance education to a resident of another state must meet that state’s requirements to be able to legally offer distance education in that state.
Westchester Community College is not a member of the State Authorization Reciprocity Agreement (SARA). Therefore, the college is unable to enroll students from any of these states for any online class:
- Alabama
- Alaska
- Arkansas
- Maryland
- Minnesota
However, these limitations do not apply to hybrid or traditional courses.
Complaint Procedure for out-of-state students
Federal regulations require us to provide information about filing complaints with agencies or officials in your state. If you have a complaint, you should first attempt to resolve it using
the college’s complaint procedures found in our Academic Policies and Procedures webpage.
